As the County Seat, the City of Howell is centrally located within Livingston County. The City was first known as Livingston Center. It was platted in 1835 by a group of settlers from Detroit, and it was later incorporated in 1863. As of the 2010 census, the city had a total population of 9,489. 

The Howell Area is the home to many events and festivals offered throughout the year. Most notably, The Michigan Challenge Balloonfest,  occurs every year in late June. This event is one of the premier summertime activities in Michigan, offering entertainment for the entire family. Activities normally include balloon fly-in and launch events to an arts festival, carnival, skydiving team, stunt kites, live entertainment, and so much more. Also notable is the Legend of Sleepy Howell, a night to celebrate the Halloween spirit usually the weekend before Halloween and Fantasy of Lights parade that is in late November.  Other festivals include The Howell Melon Festival, the annual celebration held in downtown Howell since 1960, is a great family-friendly Howell tradition, celebrating the famed, delicious cantaloupe grown only in Howell

A newer tradition, Howell hosts the annual Pink Party, a day to recognize breast cancer survivors and raise money for donations.The Downtown Howell welcomes the weekly Sunday Farmers’ Market, from the first Sunday in May to the last in October.
